General Statement of Duties:

The Curbside Operations Manager is a member of the City of Eugene’s nationally recognized Parking Services team. The program works to enhance neighborhood livability and encourage economic activity. The Parking Services program plays a key role in the community as an ambassador to our residents, businesses, and visitors. We are looking for an experienced and motivated person that will continue to foster our culture of innovation, supervise the Parking Enforcement team, manage advanced parking technology, delivery exceptional community and customer service.  The Curbside Operations Manager plays a key role in addressing complex community challenges that manifest on the curb, including parking demand, unhoused community crisis, large athletic events, and land use changes. The position will supervise the right of way Code Compliance team that includes parking enforcement and neighborhood services officers. 

 

Of critical importance is supporting and leading the Parking Enforcement team while showing an enthusiasm for continual learning, education, innovation, process improvement, technology, collaboration, and diversity with a focus on performance excellence as the curbside operations manager. The position will balance enforcing code, laws, and rules with exceptional customer service.

Annual Salary Range: $71,656.00 - $92,684.80 annually; $34.45 - $44.56 hourly

Examples of Duties Performed - Duties may include but are not limited to the following

  • Responsible for managing and coordinating various elements within the assigned program area.

  • Formulates and implements operating policy to facilitate functions throughout the city organization.

  • Oversees and/or participates in the evaluation and research of a variety of right of way code issues and complaints; interprets and applies state and local regulations and administrative rules; monitors enforcement of program policies, rules and ordinances; keeps updated on legal developments and case studies impacting the program area.

  • Develops program goals, objectives, policies and budget proposals; consults with managers and supervisors to identify and develop program goals.

  • Conducts analytical studies involving large, diverse and complex structures and functions; conducts and/or oversees studies with considerable impact upon the organization.

  • Develops and maintains community complaints processes; oversees the investigation of complaints; participates in issue/conflict resolution activities with involved parties to gain compliance.

  • Develops, coordinates, and maintains public information processes and customer service delivery standards.

  • Develops and implements public information strategies and activities for the program area, including promotional and educational outreach activities and materials.

  • Responds to requests for information from the public; responds to questions from the media. Evaluates and incorporates public input into program planning.

  • Manages the program’s fleet, including researching and purchasing new vehicles; ensures team members have necessary supplies and equipment is in proper working order.

  • May prepare bid specifications for services; manages and negotiates contracts with vendors; recommends bid awards; oversees the work of outside consultants or service providers.

  • Plans and organizes assignments in the program area to achieve established objectives and time schedules, including assigning work activities, projects and programs; monitoring work flow; reviewing and evaluating work products, methods and procedures; developing methodology and schedules; completing or directing staff in completing assigned or special projects; preparing or overseeing the preparation of final reports and recommendations.

  • May supervise the performance of outside consultants.

  • Reviews work products or activities for adherence and compliance with sound management practice and Federal and State laws and guidelines.

  • Reviews complaints and performs effective problem-solving.

  • Interprets and provides advice regarding City policies and procedures to Executive Managers, Division Managers and supervisors; recommends solutions to political sensitive situations; interprets complex policies and situations, evaluates and grants exceptions to policies and procedures.

  • Develops procedures, systems, technical manuals, and forms for program area; researches and writes instruction manuals describing procedures and requirements. Recommends changes in structure, policies, procedures, and methods in the assigned program area; proposes strategies and provides oversight for implementing changes.

  • Oversees the development and maintenance of accurate manual and computerized databases to track enforcement complaints; creates standard and customized reports; establishes and maintains complex recordkeeping systems.

  • Monitor and report potential public safety or regulatory issues to impacted departments/agencies (e.g., report infrastructure problems to Public Works, land use issues to Code Compliance, accidents or possible crimes to Eugene Police)

  • Assist local law enforcement or other government and public agencies as appropriate (e.g. help locate vehicles/persons of interest, direct traffic, assist with emergency tows).

  • Serves as liaison and provides assistance to City departments, employees, and the public regarding complex City policies, practices and processes.

  • Responsible for the selection, supervision, and evaluation of assigned staff; assigns and prioritizes work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

  • Ensures implementation of and adherence to the City's Affirmative Action and diversity work plans. Coordinates the implementation of effective processes and models to produce diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.

  • May prepare and administer budget for programs and projects; prepares cost estimates for budget recommendations; monitors and controls expenditures.

Minimum Requirements: Other combinations of experience and education which meet the minimum qualifications will be considered.


Experience:
Five years of combined experience in transportation, mobility and curb management compliance or similar customer service role in the service industry or another environment that requires complex issues resolution, supervision, critical thinking and situational awareness.

Education:
Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area. Additional qualifying professional level experience may be substituted for the educational requirement on a year for year basis.

License or Certifications:

  • Certified Administrator of Public Parking (CAPP) Certificate through the International Parking and Mobility Institute, is preferred.

  • Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

  • Verbal Judo training. If not completed at time of hire, must be done within first six months of employment.

  • Certificate in CPR/First Aid. If not held at time of hire, must be obtained within first six months of employment.

  • State of Oregon Flagger Certification. If not held at the time of hire, must be obtained with first six months of employment.

  • Managing the Curb: On-Street Operations, Enhancing Mobility Options, and Urban Innovation through the International Parking and Mobility Institute. If not held at the time of hire, must be obtained within first six months employment in this position.
